  • How will funds be distributed around Indiana?  

    The budget submitted to EPA’s Solar for All Program in 2023 and awarded in 2024 included funds for solar projects in Indianapolis, Gary, Columbus, and Fort Wayne. Additional solar projects are budgeted for South Bend, Jeffersonville, and Terre Haute. More solar projects—for both rural and urban Indiana cities and towns—are currently in development and will be rolled out during the five-year award period.   

  • Are funds available now? I’ve been seeing ads for solar installation. 

    Solar Opportunities Indiana program funding is not yet available. Indiana residents should be aware of bad actors attempting to use this high-profile program to spread scam offers. Offers of “free solar” to low-income households because of this program—whether received via phone, email, text, advertisement or door-to-door marketing—are not legitimate. 

  • Who are the eligible beneficiaries of these funds?

    Per EPA, households and communities can benefit from Solar for All if they are qualified under any one or more of the categories in the EPA definition of low-income and disadvantaged communities, which includes: 

    • Communities identified as disadvantaged by the CEJST mapping tool (Note: As of 2/3/2025, the CEJST is currently down. Please see this unofficial mapping tool for reference.) 
    • A limited number of additional communities identified as disadvantaged by the EJScreen mapping tool 
    • Geographically dispersed low-income households 
    • Properties providing affordable housing 

    For any persistent poverty census tract not included in categories a) CEJST or b) EJScreen, of the GGRF definition of low-income and disadvantaged communities, individuals and households within those tracts may still be able to qualify for financial assistance under categories c) household income, or d) affordable housing.
